This research is a doctrinal legal research aims to explain and identify the meaning of state control in the energy sector. This research result: the meaning of state controlling in the energy sector are: 1.State must control, manage, process and distribute of energy resources for the greatest welfare of the people; 2. State function as: a. the organizer and guarantor equitability of energy resources for all community; b. the state as regulator, supervisor and builder communities for using energy resources; c. the state as entity that use all of potential for the needs of state spending for utilizing energy resources; d. the state as judge when disp ute of energy sector; e. the state as guard and bearers of constitutional mandate that the energy resources is used just to the communities of interest welfare sustainable.
